Each state is shaded by the average orientation of the data center energy bills it introduced in 2025–26, scored from −2 (restrictive/protective) to +2 (supportive/pro-development). Colors reflect introduced legislation, not enacted law. No state currently scores net-supportive.

Each state is shaded by how its average bill orientation compares to the national mean (−1.18 on a −2 to +2 scale). Because every state's introduced legislation is net-protective, this view shows which states are comparatively more or less restrictive, not which are supportive.
